A civics exam is not feasible before entering. I had to study U.S. history for my citizenship when I chose to become one. I have excellent English skills being born and raised in England as well as foreign languages and cultural understanding. Social media profiles can give clues, but the criminals and con artists know how to avert this area. Email addresses are getting in personal identifiable data, but could be part of the application and not be presented in such an offensive manner.
